If you control more or fewer than thirteen permanents when the ability resolves, you cannot choose to sacrifice it as part of that ability.
If the enchantment is already gone when the triggered ability resolves, you can't sacrifice it or have it deal damage.
'Any target' can be a creature, player, or planeswalker (or other objects that are legal targets).
