When Pileated Provisioner enters the battlefield, you choose a target creature you control that doesn't have flying and put a +1/+1 counter on it.
You cannot target a creature with flying, even if it later loses flying; the target is checked as you put the ability on the stack.
If there are no legal targets when the ability would be put on the stack, the ability is not put on the stack and nothing happens.
If the targeted creature leaves the battlefield before the ability resolves, the ability will resolve but do nothing because the target is no longer legal.
