Enchantment. Cumulative upkeep {R} : each upkeep put an age counter, then pay {R} for each age counter or sacrifice Heat Wave. Blue creatures can't block your creatures. Nonblue creatures can block your creatures only if their controller pays 1 life for each blocking creature when blockers are declared.

Heat Wave is an enchantment with cumulative upkeep {R} . At the beginning of your upkeep, put an age counter on Heat Wave, then you must pay {R} for each age counter on it. For example: when Heat Wave first gains an age counter, you must pay {R} . On the next upkeep it will have two age counters, so you must pay {R} {R} that turn, and so on. If you do not pay the required total, you sacrifice Heat Wave.

While Heat Wave is on the battlefield, it sets two separate blocking restrictions for creatures blocking your creatures. First, blue creatures simply can’t block your creatures at all. Second, nonblue creatures can block your creatures only if their controller pays 1 life for each creature they are declaring as a blocker. The payment is made (or declined) when blockers are being declared; if the controller doesn’t pay for a given creature, that creature is not a legal blocker.

If that player doesn't pay the required life for each blocking creature, those creatures can't be declared as blockers.
The two blocking restrictions apply independently: Blue creatures are outright unable to block. Nonblue creatures can block only if their controller pays the life cost for each blocking creature.
The life payment for nonblue blockers is paid by the creatures' controller at the time they would be declared as blockers (during the declare blockers step). If they decline or cannot pay, those creatures are not legal blockers.

Thinking cumulative upkeep cost is paid per age counter separately each upkeep: you pay the total cost equal to times the number of age counters that are on Heat Wave that upkeep.
Believing blue creatures can block if their controller pays life: blue creatures are completely unable to block your creatures regardless of any payment.
Paying life for nonblue blockers after blockers are declared: the life must be paid when blockers are being declared; if not paid, those creatures are not legal blockers and cannot be declared retroactively.

If you cast Heat Wave and it resolves, on your next upkeep you put an age counter on it and must pay {R} or sacrifice it. Suppose an opponent controls a blue creature and a red creature and attacks you with both. When you declare blockers for your creatures, the opponent’s blue creature can’t block any of your creatures at all. The opponent may declare the red (nonblue) creature as a blocker only if they pay 1 life for that creature when blockers are declared; if they don’t pay, it can’t block.
