You may play one additional land on each of your turns — this is an extra land drop, not a land play from other zones.
Whenever you play a land or cast a spell, check your hand. If your hand is empty at that moment, you draw a card. If your hand is not empty, you discard a card instead.
If you both play a land and cast a spell in the same action that triggers multiple times, each trigger resolves separately and can cause multiple draws/discards.
The ability that lets you play an additional land is a static ability on the creature; it applies only while Flubs, the Fool is on the battlefield under your control.
The draw/discard ability is a triggered ability that triggers whenever you play a land or cast any spell. It triggers regardless of whether the land or spell was played/cast during another spell or ability’s resolution, or due to playing an additional land permitted by Flubs.
If an effect causes you to play multiple lands at once, each land played will trigger Flubs’s ability separately.
If an opponent or effect causes you to draw or discard at the same time as Flubs’s triggered ability, apply state-based checks and the game’s stack rules normally; Flubs’s ability is put on the stack and resolves in order with other triggers and spells.
If you play a land and that play is illegal or is replaced by another event, Flubs’s triggered ability will only trigger if the land was actually played.
If Flubs leaves the battlefield before a triggered ability resolves, that does not change whether the triggered ability resolves; it still resolves using information from when it triggered.
