Na początku upkeep kładziesz znacznik wieku, potem musisz dobierać kartę za każdy znacznik, inaczej go poświęcasz. Na końcu swojej tury poświęcasz ziemię i wyrzucasz rękę. Psychic Vortex to enchantment z dwiema różnymi stałymi/wyzwalanymi właściwościami. Pierwsza to cumulative upkeep — Draw a card. Procedura: na początku twojego upkeep najpierw kładziesz na ten permanent znacznik wieku, potem musisz zapłacić koszt cumulative upkeep równy liczbie znaczników wieku na nim. Cumulative upkeep—Draw a card. means at the beginning of your upkeep you put an age counter on Psychic Vortex, then you may pay its cumulative upkeep cost: for each age counter on it, you draw a card. If you don’t pay (choose not to draw for each counter), you sacrifice Psychic Vortex.
Drawing cards to pay cumulative upkeep can be chosen even if your library has fewer cards than the total draws. If some draws are replaced by replacement effects so you never attempt to draw from an empty library, that still counts as paying.
If you attempt to draw from an empty library while resolving the cumulative upkeep and cannot replace that draw, you will lose the game as a result of state-based actions after the ability finishes resolving, even though Psychic Vortex remains on the battlefield.
The second ability is a triggered ability: at the beginning of your end step you must sacrifice a land you control and then discard your hand. If you can’t sacrifice a land, you still discard your hand (you only sacrifice a land if possible).

You may choose to draw cards to pay the cumulative upkeep cost even if the number of cards you’d have to draw exceeds the number of cards in your library. If enough of those draws are replaced by replacement effects so you don’t actually attempt to draw a card with an empty library, everything’s fine. However, if you do attempt to draw a card with an empty library this way, Psychic Vortex will remain on the battlefield but you’ll lose the game as a state-based action as soon as the cumulative upkeep ability finishes resolving.

Psychic Vortex’s cumulative upkeep ability has you draw cards as a cost. If you choose to do so, and some or all of those draws are replaced by replacement effects, you are still considered to have paid the cumulative upkeep cost.
